Adding a little vinegar or lemon juice to the water will help neutralize the odor of the cat's urine. Do not use ammonia; this will make the odor worse. To locate urine spots for removal, it might be necessary to use a black light. Cat urine will fluoresce under black light and appear as a yellow or green spot. Using a black light will also help you to know, if you have effectively cleaned the area and removed the cat urine.
If your cat is spraying rather than eliminating outside of the litter box, you may want to try products that contain calming, friendly pheromones to discourage repeated spraying after cleaning and treating the area with cat urine odor removers. Spaying or neutering your cat will also help to alleviate spraying. If your cat is soiling outside the litter box, make sure that your cat is happy with the litter box, the kitty litter and placement of the box. Also make sure that you remove the clumps of urine and feces daily.
