At this age, they should be energetic and able to move fairly quickly. When you pick up a puppy, you should be able to feel their ribs. Puppies that have fat bellies could have worms, and the belly is swollen rather than simply being plump. Look closely at their ears and tail to make sure they are clean, and never pick the smallest puppy of the litter or one that appears to be shy. Paying attention to these details will assure you that you get healthy Beagle puppies and ones that will not develop into timid puppies that are afraid of everything!
